By virtue of the authority vested in me by the Constitution and the statutes, including Title I of the First War Powers Act, 1941, and as President of the United States and Commander in Chief of the Army and Navy, I hereby amend paragraph 8, Part II, of Executive Order, No. 9630 of September 27, 1945, entitled "Redistribution of Foreign Economic Functions and Functions with respect to Surplus Property in Foreign Areas," by adding thereto the following sentence: "Nothing in this order shall be construed to limit the authority of the Department of State to engage such personnel and make such other expenditures as the Secretary of State may deem necessary to the discharge of the functions and responsibilities of the Department of State under this Part or any functions and responsibilities assigned to it under the Surplus Property Act of 1944."
