Mr. James W. Higgins, jr., may be appointed as Special Agent in the Internal Revenue Bureau of the Treasury Department without regard to the requirements of the civil-service rules. Mr. Higgins has served in the excepted position of Deputy Collector of Internal Revenue since April 10, 1922, and in that capacity has gained knowledge and experience in regard to the investigation of which it is desired to use him as a Special Agent. This order is recommended by the Secretary of the Treasury and is in the interest of the service. HERBERT HOOVER The White House, January 3, 1933.
