Departmental Rule VIII is hereby amended as follows: At the end of section I insert an additional clause, as follows: (d) From the office of the President of the United States, after two years' continuous service therein immediately preceding the transfer, to any place in the classified service without examination, upon the requisition of the head of the Department to which the transfer is to be made and the certification of the Commission.
