Executive Order No. 8809 of June 28, 1941, establishing the Good Conduct Medal, is hereby amended to read as follows: "By virtue of the authority vested in me as President of the United States and as Commander in Chief of the Army and Navy of the United States, it is ordered as follows: "There is hereby established the Good Conduct Medal, which shall include suitable appurtenances. Such medal may be awarded for exemplary behavior, efficiency, and fidelity, under such regulations as the Secretary of War shall prescribe, to those enlisted men of the Army of the United States who on or after August 27, 1940, had or shall have honorably completed three years of active Federal military service, or who after December 7, 1941, have or shall have honorably served one year of active Federal military service while the United States is at war."
