By virtue of the authority vested in me by section 2 of the Civil Service Act (22 Stat. 403) and section 1753 of the Revised Statutes, Executive Order No. 8781 of June 12, 1941, entitled, "Requiring Employees in the Executive Civil Service to be Fingerprinted", is hereby amended by the addition thereto of the following as Section 4 thereof: Section 4. The Civil Service Commission is authorized, in its discretion, to exempt any group or groups of temporary employees from the requirements of this order.
