By virtue of and pursuant to the authority vested in me by the provisions of paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), it is hereby ordered that John H. Dillon may be appointed to a classified position as Junior Administrative Officer (Confidential Assistant to the Secretary of the Navy), in the Navy Department, Washington, D.C., without compliance with the requirements of the Civil Service Rules. Mr. Dillon is singularly qualified for this highly specialized position by reason of his knowledge of departmental matters, procedures and practices, acquired through long and close association with the duties involved. This order is issued upon recommendation of the Secretary of the Navy. FRANKLIN D ROOSEVELT The White House, June 3, 1941.
