By virtue of and pursuant to the authority vested in me by section 1752 of the Revised Statutes of the United States (22 U.S.C. sec. 132), it is ordered that the Foreign Service Regulations of the United States be, and they are hereby, amended by prescribing the following as section XXII—4 of Chapter XXII thereof: XXII-4. Duties of officers of the Foreign Service in connection with admission of aliens into the Philippine Islands. Officers of the Foreign Service, except consular agents, shall perform such duties in connection with the admission of aliens into the Philippine Islands as may be prescribed by the Secretary of State under authority of section 54 (b) of Commonwealth Act No. 613, entitled "An Act to Control and Regulate the Immigration of Aliens into the Philippines", proclaimed by the President of the Philippines September 3, 1940.
