HAWAII By virtue of and pursuant to the authority vested in me by the provisions of section 44 of the Criminal Code, as amended (U.S.C. title 18, sec. 96), the area of water in Pearl Harbor, Island of Oahu, Territory of Hawaii, lying between extreme high-water mark and the sea and in and about the entrance channel to said harbor, within an area bounded by the extreme high-water mark, a line bearing south true from the southwestern corner of the Puuloa Naval Reservation, a line bearing south true from Ahua Point Lighthouse, and a line bearing west true from a point three nautical miles due south true from Ahua Point Lighthouse, is hereby established as a defensive sea area for purposes of national defense. At no time shall any person (other than persons on public vessels of the United States) enter the defensive sea area above defined, nor shall any vessels or other craft (other than public vessels of the United States) be navigated within said defensive sea area, unless authorized by the Secretary of the Navy.
