By virtue of the authority vested in me by paragraph Eighth, subdivision SECOND, section 2 of the Civil Service Act (22 Stat. 403, 404), I hereby confirm and ratify the appointments of Walter Kearney and Stanley D. Zaveckas made on October 1, 1928, and March 2, 1929, respectively, to competitive classified positions in the United States Despatch Agency, Department of State, at New York, New York, without compliance with the competitive provisions of the Civil Sendee Rules. These appointments were made under a previous administration without the authorization of the President under the misapprehension that the positions to which the appointments were made were not in the competitive classified service. Messrs. Kearney and Zaveckas have served continuously and satisfactorily in the positions involved since their appointments thereto. This order is issued upon the recommendation of the Acting Secretary of State. FRANKLIN D. ROOSEVELT The White House, March 17, 1939.
