Executive Order No. 6783 of June 30, 1934, is hereby amended by the addition of the following paragraph: "There is hereby created in this Committee the office of Executive Secretary. This office shall be held by a member selected by the Committee who shall serve at a rate of compensation to be fixed by the Committee. The powers and duties of the Committee in conserving natural resources of the Nation shall be considered as within the scope of the National Industrial Recovery Act and the Emergency Relief Appropriation Act of 1935, and for the purpose of carrying its program into effect, allotments in such amounts as may be determined by the President are hereby authorized to be made to the Committee from funds appropriated in the Fourth Deficiency Act of 1933, approved June 16, 1933, and the Emergency Appropriation Act for the fiscal year 1935, approved June 19, 1934. Such funds shall be available for the payment of necessary administrative expenses of the Committee, including travel and per diem for all members while on official business, and the compensation of the Executive Secretary.
