Whereas section 4 of the act of Congress approved June 12, 1934, entitled "An Act To amend the Tariff Act of 1930" provides: "Sec. 4. Before any foreign trade agreement is concluded with any foreign government or instrumentality thereof under the provisions of this Act, reasonable public notice of the intention to negotiate an agreement with such government or instrumentality shall be given in order that any interested person may have an opportunity to present his views to the President, or to such agency as the President may designate, under such rules and regulations as the President may prescribe; and before concluding such agreement the President shall seek information and advice with respect thereto from the United States Tariff Commission, the Departments of State, Agriculture, and Commerce and from such other sources as he may deem appropriate." Now, Therefore, I, Franklin D. Roosevelt , President of the United States of America, acting under and by virtue of the authority vested in me by the aforesaid section, prescribe the following procedure with respect to the giving of public notice of the intention to negotiate trade agreements and with respect to the granting of opportunity on the part of interested persons to present their views: 1. At least 30 days before any foreign-trade agreement is concluded under the provisions of the act notice of the intention to negotiate such agreement shall be given by the Secretary of State. Such notice shall be issued to the press and published in Press Releases of the Department of State, the weekly Treasury Decisions, and Commerce Reports. 2. Persons desiring to present their views with respect to any such proposed agreement shall present them to a committee to be known as the Committee for Reciprocity Information. Said Committee, hereinafter referred to as the Committee, shall consist of members designated from the personnel of their respective departments or offices by the Secretary of State, the Secretary of Agriculture, the Secretary of Commerce, the National Recovery Administrator, the Chairman of the Tariff Commission, the special adviser to the President on foreign trade, and the heads of such other Federal departments or offices as may be named from time to time by the Executive Committee on Commercial Policy. The Committee shall function under the direction and supervision of, and its chairman shall be designated from among the members of the Committee by, the Executive Committee on Commercial Policy. 3. The form and manner in which views may be presented, the place at which they shall be presented, and the time limitations for such presentation shall from time to time be prescribed by the Committee which may designate such subcommittees as it may deem necessary.
