Warren Benjamin may be appointed to a clerical position in the Treasury Department without compliance with the requirements of the civil-service rules. Mr. Benjamin is the stepson of the late Graham Nichol, who, prior to his death on January 14, 1932, had served for approximately 14 years as head of the Public Relations Division of the Bureau of Internal Revenue' and rendered service of an outstanding value to the Government. Mr. Nichol's death left his widow without adequate means of support. This order is recommended by the Secretary of the Treasury. HERBERT HOOVER The White House, May 7, 1932.
