Schedule A, Subdivision XVIII, paragraph 12, of the civil-service rules, is hereby amended to read as follows, to permit appointments of members of national homes without examination: 12. Positions in national soldiers' homes, when filled by the members of such homes, if, in the opinion of the Veterans' Administration, the duties of the positions can be satisfactorily performed by the employment of such members. If the positions are filled otherwise than by members, selection is to be made in accordance with civil-service rules and regulations. HERBERT HOOVER The White House, January 13, 1932.
