Schedule A, of positions excepted from examination under the civil-service rules, is hereby amended by adding to Subdivision XVIII a new clause, 12, to read as follows: 12. Chauffeurs-truck drivers, elevator operators, guards, messengers, and telephone operators for the national homes, when, in the opinion of the Veterans' Administration, the duties of the positions can be satisfactorily performed by the employment of members of the homes. If the positions are filled otherwise than by members, selection is to be made in accordance with civil-service rules and regulations. HERBERT HOOVER The White House, September 22, 1931.
