By the authority vested in me as President by the Constitution and laws of the United States of America, and in order to establish, in accordance with the Federal Advisory Committee Act, as amended (5 U.S.C. App. I), a Special Review Board to review activities of the National Security Council, it is hereby ordered as follows: Section 1. Establishment. (a) There is established the President's Special Review Board on the future role of the National Security Council staff. The Board shall consist of three members appointed by the President from among persons with extensive experience in foreign policy and national security affairs. (b) The President shall designate a Chairman from among the members of the Board. Sec. 2. Functions. (a) The Board shall conduct a comprehensive study of the future role and procedures of the National Security Council (NSC) staff in the development, coordination, oversight, and conduct of foreign and national security policy; review the NSC staffs proper role in operational activities, especially extremely sensitive diplomatic, military, and intelligence missions; and provide recommendations to the President based upon its analysis of the manner in which foreign and national security policies established by the President have been implemented by the NSC staff. (b) The Board shall submit its findings and recommendations to the President within 60 days of the date of this Order. Sec. 3. Administration. (a) The heads of Executive departments, agencies, and independent instrumentalities, to the extent permitted by law, shall provide the Board, upon request, with such information as it may require for purposes of carrying out its functions. (b) Members of the Board shall receive compensation for their work on the Board at the daily rate specified for CS-18 of the General Schedule. While engaged in the work of the Board, members appointed from among private citizens of the United States may be allowed travel expenses, including per diem in lieu of subsistence, as authorized by law for persons serving intermittently in the government service (5 U.S.C. 5701-5707). (c) To the extent permitted by law and subject to the availability of appropriations, the Office of Administration, Executive Office of the President, shall provide the Board with such administrative services, funds, facilities, staff, and other support services as may be necessary for the performance of its functions. Sec. 4. General Provision. The Board shall terminate 30 days after submitting its report to the President. RONALD REAGAN The White House, December 1, 1986.
