By the authority vested in me as President by the Constitution and statutes of the United States of America, in order to permit a representative of the Federal Labor Relations Authority to participate in labor-relations decisions affecting Foreign Service employees, it is hereby ordered as follows: 1-101. Section 5 (a) of Executive Order No. 11636 is amended to read as follows: "(a) There is hereby established, as a Committee of the Board, an Employee-Management Relations Commission composed of three senior level representatives, one designated by each of the following: the Secretary of Labor, the Director of the Office of Management and Budget, and the Federal Labor Relations Authority. The representative designated by the Federal Labor Relations Authority shall be the Chairman of the Commission.". 1-102. In Section 2-101(b) of Executive Order No. 12107, the reference to Executive Order No. 11636 is deleted. 1-103. Section 2(a) of Executive Order No. 11636 is amended to read as follows: "(b) "Foreign affairs agency" means the Department of State, the International Communication Agency, the Agency for International Development, and their successor agencies.".
