By virtue of the authority vested in me as President of the United States, I hereby designate the Secretary of Transportation to take all actions, including the issuance of regulations, which he considers appropriate to carry out in the most effective manner the approval and certification of containers and vehicles for international transport of goods under customs seal pursuant to the Customs Convention on the International Transport of Goods Under Cover of TIR Carnets (TIR Convention), done at Geneva on January 15, 1959 (TIAS 6633), and the Customs Convention on Containers, done at Geneva on May 18, 1956 (TIAS 6634), applying the procedures and technical conditions set forth in the Annexes to such Conventions as modified, amended, or otherwise supplemented from time to time. The Secretary of Transportation may prescribe a schedule of fees to defray the costs of the services provided under this Order. The Secretary of Transportation may make such delegations of his authority and functions hereunder as he shall deem appropriate, and may authorize further delegations of such authority or functions, other than the issuance of regulations, to nonprofit firms or associations which he shall deem competent to exercise such authority or perform such functions.
