By virtue of the authority vested in me by the Civil Service Act (22 Stat. 403) and Section 1753 of the Revised Statutes, and as President of the United States, it is ordered that Executive Order No. 9721 of May 10,1946, as amended by Executive Order No. 10103 of February 1,1950, providing for the transfer of personnel to public international organizations in which the United States Government participates be, and it is hereby, modified as follows: The limitation in Section 1 relating to the period during which an employee shall be considered as on leave of absence from his employment with the Federal Government, and the limitation in Section 3(a) relating to the period of time from date of transfer to a public international organization during which an employee is privileged to exercise reemployment rights, are waived with respect to Frederick Strauss, and he shall be considered to have been on leave of absence for the period August 12, 1957, through September 16, 1962, for the purpose of all rights and benefits provided by Executive Order 9721, as amended.
