By virtue of the authority vested in me by Article 140 of the Uniform Code of Military Justice (64 Stat. 107. 145), and as President of the United States and Commander in Chief of the armed forces of the United States, it is ordered as follows: The authority vested in the President by Articles 71 (a) and 74 (a) of the Uniform Code of Military Justice to remit or suspend any part or amount of the unexecuted portion of any sentence extending to death which, as approved by the President, has been commuted to a less punishment, is hereby delegated to the Secretary of the Army, the Secretary of the Navy, the Secretary of the Air Force and, except when the Coast Guard is operating as a part of the Navy, the Secretary of the Treasury, respectively, as to persons convicted by military tribunals under their jurisdiction.
