By virtue of the authority vested in me by Section 109 (d) of the Economic Cooperation Act of 1948 (Public Law 472, 80th Congress), it is hereby ordered as follows: 1. During his tenure of office as United States High Commissioner for Germany, Mr. John J. McCoy, under the immediate supervision of the Administrator for Economic Cooperation and the coordination of the United States Special Representative for Europe subject, however, to consultation with and ultimate direction by the President), shall be the representative of the said Administrator an the said Special Representative in all their relations and actions with respect to Germany. 2.
